Les questions sociales sont au coeur du débat public. De la lutte contre le chômage à la rémunération des salariés en passant par le RSA, les déficits publics ou la crise du logement, rares sont les sujets d'actualité qui ne comportent pas une dimension sociale décisive. Pour éclairer le lecteur sur les enjeux actuels et sur les choix de société qu'ils impliquent, ce manuel de questions sociales traite, en treize leçons et neuf fiches techniques, des principales problématiques relatives au travail, à l'emploi et à la cohésion sociale. Rédigé par des spécialistes des questions sociales ayant une expérience reconnue de l'enseignement et de la préparation aux concours, il se présente sous la forme de dissertations et couvre l'ensemble du programme des concours administratifs sur les sujets concernés. Il est d'abord conçu pour les étudiants en administration publique, en instituts d'études politiques et pour tous les candidats aux concours administratifs (fonction publique et Sécurité sociale). Violent incidents that took place in 2004 and 2005 in the Netherlands and the UK respectively prompted people to claim that multiculturalism had failed. This claim requires an assessment of the effect of the policies that were drafted based on this political philosophy. In this study, the author analyses two sets of policies developed from multiculturalism: policies of anti-discrimination of minorities and their labour market participation. The effect of these policies is assessed by studying the policy objectives and their results. Based on this review, the author concludes that while there is still much to achieve in the fields of anti-discrimination and labour market participation, multiculturalism did not fail in the UK. On the contrary, it created a positive public perception of diversity and a high participation of minorities in the labour market. This contrasts with results achieved in the Netherlands where policies have fluctuated in such a way that the public attitude towards diversity is ambivalent and the participation of minorities in the labour market is much lower than that of their native counterpart.

Education is a central priority for the State of Santa Catarina. Its policy makers are firmly committed to provide a relevant and efficient education system that responds to the requirements of the global economy and will allow the state to be competitive, both nationally and internationally . This OECD review gives a brief overview of education in Santa Catarina and its development. It presents an analysis of the system from pre-school to tertiary education and lifelong learning, and identifies key directions for policy reform in light of the challenges encountered by officials, communities, enterprises, educators, parents and students. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity; governance and management; research, development and innovation; internationalisation; and financing.
